Consultation Regulatory Impact Statement
Intense Pulsed Light sources (IPLs) and Lasers for Cosmetic or Beauty Therapy


On 26 May 2015, ARPANSA invited submissions on the Consultation Regulatory Impact Statement (RIS) to cover the use of Intense Pulsed Light sources (IPLs) and Lasers for Cosmetic or Beauty Therapy.


The Radiation Health Committee established under the Australian Radiation Protection and Nuclear Safety Act 1998, is charged with recommending regulatory requirements for matters relating to radiation protection and, in that capacity, has prepared a Consultation RIS to cover the use of IPLs and Lasers in Cosmetic and Beauty Therapy. The Consultation RIS looks at the problem and presents a case for intervention.

The Office of Best Practice Regulation (OBPR) has advised ARPANSA this Consultation RIS has met the requirements of the Principles and Guidelines for National Standard and Regulatory Action by Ministerial Councils and National Standard Setting Bodies published by the Council of Australian Governments (COAG) in October 2007. (OBPR Ref: 16138).

Should the proposed model for licensing of service providers be recommended to the COAG Health Council, if approved, it is intended to be adopted into the National Directory for Radiation Protection (NDRP) and applied in each jurisdiction by regulation or licence conditions for the Cosmetic and Beauty Therapy profession in their use of IPLs and Lasers. The aim of the NDRP is to provide nationally uniform requirements radiation safety together with clear regulatory statements to be adopted by the Commonwealth, states and territories.

Public submissions closed on 31 July 2015.

Status update - March 2017

The Radiation Health Committee considered a report tabled by the Cosmetic and Beauty Therapy IPL/Laser Working Group in November 2016. The Radiation Health Committee concluded that there was insufficient information to substantiate the cost versus benefit estimations that would be required for a Decision RIS to be developed and therefore the Committee agreed not to proceed with a Decision RIS.

ARPANSA Technical Report 177 - Analysis of Public Submissions, Consultation Regulatory Impact Statement in the use of Intense Pulsed Light (IPLs) Sources and Lasers for Cosmetic or Beauty Therapy was published on 17 March 2017.

The Committee agreed that there is an opportunity to develop a national uniform approach to key issues raised by the consultation process. The development of a guide would provide a common framework for terminology, education, training, equipment, patient care and injury reporting that would be available to all states and territories.

The Committee agreed that the guide would be developed as a matter of priority and ARPANSA will promote it within the industry throughout Australia.
