Compliance & enforcement strategy

This strategy establishes ARPANSA’s approach to compliance and enforcement. It describes the promotion and monitoring of compliance and a graded response to non-compliance.

Inspection manual

The Inspection Manual describes the framework for the regulatory inspection program. It includes the inspection strategy, procedure for conducting and reporting on inspections, follow-up, and review process. It also includes requirements, competencies and guidance for inspectors.

Statement of regulatory intent

This Statement of Regulatory Intent establishes the high-level framework for ARPANSA's regulatory activities.

Licence holder reporting

Reporting compliance

The purpose of this document is assist licence holders in identifying the types of information which should be included in quarterly and annual reports to the CEO of ARPANSA.

Annual report form (for sources and PRFs)

This template is the 'approved form' that licence holders should use to fulfill their annual reporting commitments to ARPANSA. It is to be used by source and PRF licence holders, unless the licence specifies other reporting arrangements.

Quarterly report form

This template is the 'approved form' that licence holders should use to fulfill their quarterly reporting commitments to ARPANSA. It is to be used by source and PRF licence holders, unless the licence specifies other reporting arrangements.

Source inventory workbook

The Source Inventory Workbook (SIW) is the form approved by the CEO for applicants and licence holders to record details of all controlled material and controlled apparatus to be dealt with under an ARPANSA licence. An explanation of terms and required information is provided on the first worksheet.

Transfer and disposal of sources

Disposal of controlled apparatus and controlled material

Disposal request form (Regulation 53(1))

This form is to be used to seek approval from the CEO of ARPANSA to destroy or otherwise dispose of controlled apparatus or controlled material. Disposal includes the transfer of controlled apparatus or controlled material to a person or organisation outside Commonwealth jurisdiction. Please refer to the Regulatory Guide for further information.

Transfer notice (Regulation 53(2))

This form is to be used to advise the CEO about the transfer of controlled apparatus or controlled material to another organisation within the Commonwealth. This form must be received within 7 days of the transfer. Transfer of sources outside Commonwealth jurisdiction is deemed disposal and requires the prior approval of the CEO.

Transfer Request form for security enhanced source

This form is to be used by licence holders seeking approval to transfer security category 1, 2 or 3 sources to another Commonwealth licence holder. Such transfers require prior approval by the CEO of ARPANSA under the Code of Practice for the Security of Radioactive Sources (RPS11).

Risk ranking

This document describes the methodology used by ARPANSA to rank the risk of licence holders. It is meant as an aide to regulatory officers to promote consistent and transparent risk ranking of sources and facilities.
The resulting risk will be a useful tool in planning inspections and directing regulatory effort, enabling resources to be allocated to areas of higher risk. This document is not intended for use by the licence holders as they will have their own risk management strategies.
